Rio de Janeiro Climate Policy 

Coordinated by the Municipal Environmental Secretariat (SMAC) through Climate Change Management, Rio's Climate Policy involves the integration of several areas of City Administration with strong partnerships with academic institutions through shared actions, such as projects and research, and innovative activities in the sectors of solid waste management, transportation, urban planning, energy and civil defense, among others. Its primary aim is sustainability and the mitigation of greenhouse gas (GHG) emissions.

Forum Capitais Brasileiras 27 (CB -27)

Rio has been at the forefront on the issue of climatic change and provided leadership in the creation of the CB-27 Forum. This Forum includes representatives of Environmental Department from Brazil´s state capital cities. The main objectives of this group are to discuss the sustainable development of the cities and the role of the local administrations in the global sustainability governance in order to share knowledge on best practices in solid waste management, energy efficiency and urban mobility that reduce GHG emissions.

Greenhouse Gas (GHG) Inventory

In 2012, Rio de Janeiro completed its second GHG inventory as part of the Urban-LEDS project, to gain a better understanding of where and how to reduce emissions. In addition, the City committed to reduce emissions by 2013 based on 2005 levels.


Earth Hour City Challenge 2015 

Rio de Janeiro participated in the 2015 Earth Hour City Challenge and was selected as one of the 44 finalists by the World Wildlife Foundation (WWF). For more information, click here.

Lessons learned and replication 

  • The partnership between Rio and ICLEI has produced good environmental practice by bringing the GHG Inventory theme and GPC methodology to the highlight of discussions. It has been an important influence on other Brazilian cities such as Salvador, Maceió, João Pessoa, Florianópolis and Teresina for the development of GHG inventories;
  • Technical experts from local governments began a capacity building process to make possible the realization of future inventories without the need of employing external consultants;
  • The process has allowed for the awareness and mobilization of several data providing actors. The creation of the CB-27 approached the communication and exchange of experiences between the cities and federal institutions as Itamaraty and Ministry of the Environment as well as the adoption of new standards of cities from the UN;
  • The dissemination of the sustainable concepts and practices through CB-27 in Latin America and Caribbean. This idea was launched last December at COP20 in Lima, Peru.
